Colchester care home rated inadequate over safety breaches

The CQC uncovered serious breaches at Quenby Rest Home.

An Essex care home has been branded "inadequate" following a health watchdog assessment that revealed failures to prevent altercations between residents and a lack of communication with relatives regarding serious incidents.

The Care Quality Commission (CQC) rated Quenby Rest Home in Colchester as inadequate after a visit between 15th September and 21st October last year, echoing a similar rating from a previous inspection in March.

The CQC identified ongoing breaches in several areas, including safe care and treatment, person-centred care, and staff deployment, which resulted in the care home remaining under special measures.

The report noted that while safety incidents were documented, there was no evidence of effective strategies being implemented to address root causes and prevent recurrence.

One such altercation led to a minor injury, with the facility’s response suggesting that residents who do not get along should sit apart and advising staff to employ distraction techniques in noisy environments, which could exacerbate agitation.

Additionally, the incident reports failed to consider the underlying causes of distress and how residents could be supported more effectively.

Further concerns included inadequate fire safety measures, prompting the CQC to take urgent enforcement action in this area.

Also troubling was the lack of updates to relatives during medical emergencies, with one relative recounting their difficulty in finding their family member following a hospital transfer.

The relative said, "I wasn’t told how it had happened, and I haven’t heard anything since. I found the hospital they were in and had to track them down. I found out they had fractured their femur."

The CQC report highlighted a continued lack of personalized care, and ineffective governance systems, noting shortcomings in staff understanding of dementia care.

Audits were introduced but lacked thorough review and evaluation to complete the quality assurance cycle.

The service requires significant improvements to ensure care quality and safety are enhanced.
