Independent investigation launched into Basildon Council’s governance
Council welcomes examination following serious performance concerns
An independent investigation is set to scrutinise Basildon Council’s governance and performance after concerns raised by councillors and external auditors prompted government action.
The Department for Levelling Up, Housing and Communities issued a Best Value Notice to the Council on 15th July 2026, marking the need for an independent review.
Key issues identified for examination include deteriorating relationships between councillors and officers, leadership instability with seven Monitoring Officers departing in the two years prior to the current administration, and audit concerns including debt and procurement management.
Additionally, scrutiny follows a C4 housing regulatory judgement from April 2026.
Despite the challenges, the government acknowledges constructive engagement by the new administration since May, noting positive steps towards stability and better governance.
“We welcome this investigation and will cooperate fully with it," Cllr Andy Barnes said. "Transparency and accountability are essential if public confidence is to be restored."
Barnes calls on councillors across political lines to constructively engage with the process, aiming to rebuild confidence and deliver a well-governed council for residents.
The independent review will assess the Council's past performance since 2024, guiding an improvement plan and ensuring transparency.
Chief Executive Gary Jones expressed a proactive stance, welcoming independent evaluation: "Giving us an independent view on where we are and a clear improvement plan will be really useful. It is disappointing to find ourselves in this situation, but we are taking action to address the issues that have been raised."
The Best Value Notice additionally urges cooperation with external auditors and engagement with the Local Government Association.
While government funding continues, it maintains independent management relative to the Best Value Notice status.
