Mayoral council tax precept of zero in Hull and East Yorkshire
The Hull and East Yorkshire Combined Authority’s Executive Board has approved the move
Residents in Hull and East Yorkshire will not see a mayoral precept increasing their council tax payments. The Hull and East Yorkshire Combined Authority’s (HEYCA) Executive Board has approved a council tax precept of £0 for the 2026/27 financial year.
As well as having powers over transport and housing, Mayors have the ability to raise residents’ council tax bills. Mayors can add a precept to council tax bills to help fund projects and services within the region.
It is up to the Mayors and their teams to decide whether to add a precept onto council tax. Some, such as Greater Manchester’s Andy Burnham and the Liverpool City Regions’ Steve Rotheram have implemented precepts whilst the West Midlands’ Richard Parker and the Tees Valley’s Ben Houchen have not.
Ahead of the mayoral election in May 2025, where Luke Campbell was voted in as the region’s first Mayor, the LDRS asked each of the six candidates if they would use their precept powers if elected. As the Reform UK candidate, Mr Campbell at the time said: “No, I would not increase council tax. The tax burden is already at record levels.”
The Mayor has kept his word on the precept, as the CA’s budget for 2026/27 does not include plans to set a council tax precept or charge a business rate supplement. The budget proposals were approved by the Executive Board at a meeting held on February 12.
However, residents are set to see council tax increases more generally. East Riding Council has approved a 4.99% increase, and Hull City Council seem set to follow suit at their upcoming budget meeting.
An increase to Humberside Police’s precept has also been approved by the Police and Crime Panel. For the 2026/27 financial year, Band D properties will pay £313.66, up from £295.17 the previous year.
