A man from Hull has been fined £800 after being caught on CCTV dumping waste in a layby on the A1079.

The incident took place on 12th August 2024 and involved the man pulling into the layby on the Hull to York road, near Walkington, in a van.

He was seen leaving carpet and several bags of waste next to a litter bin provided by East Riding of Yorkshire Council, which was captured on one of the council’s mobile CCTV cameras.

The council’s streetscene enforcement officers investigated the incident.

According to the council, the driver of the van admitted the offence during an interview with officers.

He was issued an £800 fixed penalty notice for illegally depositing waste on land, which was subsequently paid earlier this month.

Carl Skelton, director of streetscene services at East Riding of Yorkshire Council, highlighted the purpose of litter bins:

“We provide litter bins in some laybys in order to prevent littering in these areas. To have someone dump waste right next to one is just not acceptable.

“Our household waste recycling sites are provided across the East Riding and also in Hull for residents of these areas to dispose of their larger items of waste properly and legally if they can’t put it in their bins at home.”

Litter bins in laybys are for litter only, and large items of rubbish should not be left next to them.
