Cleethorpes controlled parking zone to come in

It's after complaints about problems close to the main shopping hub

Residents in two areas of Cleethorpes are to be contacted and offered the opportunity to purchase a permit for new controlled parking zones finally being introduced.

Moves to permit zones in areas close to the main shopping hub of Cleethorpes, St Peter’s Avenue and Market Street, have been ongoing for several years. They were prompted by resident feedback about parking difficulties due to business staff and visitor parking.

Plans for two zones were effectively approved in February 2024 by Cllr Stewart Swinburn (Conservative – Immingham Ward), the portfolio holder for transport. He signed off on the zones in principle, but in the event of unresolved objections, for the decision to return to him to choose whether or not to confirm the traffic regulation order (TRO).

The zones comprise Glebe Road, West Street, Charles Street, Kew Road, Crow Hill Avenue and Fair View Avenue, and Cosgrove Street, Mill Place and Dolphin Street. They will have permit parking applicable from Monday to Sunday, 8am to 6pm, as well as other parking restrictions. For example, no waiting at any time restrictions at some junctions are being introduced with the navigation of bin lorries in narrow streets in mind, and to improve sight lines.

There were 11 business and one resident objection to the proposed zones originally. Businesses had worried about customers being deterred by not being able to park nearby to St Peter’s Avenue and Market Street. The resident, from Kew Road, had argued there were enough spaces on the road and it would be an inconvenience to get an annual permit.

Based on plans for Victoria car park and changes to High Street car park, it was felt the zones’ parking impact on visitors to the resort would be offset. A plan to remove a loading bay in Elm Road was scrapped, when Cllr Swinburn agreed to the scheme in principle last year. Meanwhile, it was noted Kew Road residents actually petitioned for intervention on parking in 2018.

The decision returned to Cllr Swinburn at a meeting in late June, and he has now agreed to the permit zones fully. A council spokesperson has confirmed this completes the TRO process and now residents will be contacted and offered the opportunity to purchase a permit.

As part of the correspondence, they will be informed of the timescales for the zone they are in to be actually implemented.
