Mental health wards for young people rated as requiring improvement

Child and adolescent mental health wards run by Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust have been rated as requiring improvement following an inspection by the Care Quality Commission (CQC).

Inspectors assessed all five wards between 18th and 21st August 2025 after receiving concerns about the standard of care. The wards are located at two sites and include Lotus ward, Redburn ward, Stephenson ward, The Riding and Fraser ward.

The inspection found breaches of regulations including safe care and treatment, staffing, and safeguarding people from abuse and improper treatment. Following these findings, the trust's rating for safety, caring and leadership reduced to requires improvement, while effectiveness went down from outstanding to good, and responsiveness was rated as good.

What inspectors found

Problems highlighted during the inspection included insufficient training for staff to fully support patients, a lack of comprehensive ligature risk assessments, and failure to consistently report safeguarding concerns to external organisations. High usage of face-down restraint and concerns about how mechanical restraint was managed were also raised.

The trust's information systems were described as not always effective in identifying or addressing safety improvements.

Positive aspects

Despite these issues, staff were commended for their compassion and kindness towards patients, providing emotional support and advice. Inspectors noted a broad range of activities available, such as educational programs and sports like boxing, tailored to support young people’s wellbeing.

Staff's management of medicines was also praised for meeting national guidance standards and ensuring proper storage.

What happens next

The trust has been requested to submit an action plan addressing the concerns. CQC will continue monitoring to ensure improvements are implemented while maintaining patient safety.
