Domestic abuse incidents rise despite overall crime decline in Cumberland

Councillors discuss increased domestic abuse and funding proposals

Cumberland Council has noted an upward trend in domestic abuse incidents despite a general decline in reported crime.

This development was outlined during a recent meeting of the place overview and scrutiny committee held at The Copeland Centre in Whitehaven on 29th April.

During the session, members received the annual report from the Cumberland Community Safety Partnership.

Richard Quinn, Safer Communities Manager, revealed that crime rates—except for antisocial behaviour—have lowered from 2023 to 2025 according to current figures.

One notable area of concern is the rise in domestic abuse incidents.

Figures for 2024/25 show 4854 domestic abuse-related incidents, an increase from 4618 in 2023/24 and 4245 in 2022/23.

Mr Quinn highlighted violence against women and girls (VAWG) as a priority, describing it as a ‘national emergency.’

Incidents of VAWG have decreased by seven per cent compared to the previous year and 10.9 per cent over a three-year average.

Overall, the report indicates a gradual decline in crime rates in the Cumberland Council area.

From January to December 2025, 20,684 recorded crimes were noted, marking a 3 per cent decrease compared to 2024 and a 4 per cent decrease compared to 2023.

Antisocial behaviour incidents have declined steadily in north and west Cumbria, with 1,669 incidents recorded in 2025—a 25 per cent decrease from 2024 and a 37 per cent decrease from 2023.

However, hate crime incidents have seen a slight rise, with 430 recorded in the latest period.

Committee chairwoman Carni McCarron-Holmes discussed collaborating with councillor John Mallinson to present committee views to the executive committee.

Councillors, including Sally Lansbury, are proposing a motion to increase funding support for individuals affected by domestic abuse.
