Devolution unlocks funding and powers for Cumbria with new Combined Authority

£333 million investment over 30 years will support infrastructure and growth

The final legislative steps have been completed to establish the Cumbria Combined Authority, paving the way for new powers and funding to boost the region.

The Government has laid the Statutory Instrument in Parliament to create the Mayoral Combined Authority, set to officially launch early next year. Cumbria’s first mayoral election will follow in May 2027.

Under the devolution deal, Cumbria will receive a minimum of £333 million over the next 30 years, alongside the opportunity to bid for further Mayoral Investment Funds. The funding will enable critical infrastructure projects such as rail and road upgrades, enhancing connectivity and economic growth across the region.

The new Combined Authority will also hold powers previously managed by Westminster, including:

Developing an integrated transport plan to improve mobility across Cumbria

Leading regeneration and housing projects tailored to local needs

Strengthening environmental resilience and sustainability in communities

Investing in skills and training aligned with local employers, creating pathways to well-paid jobs

Through representation on the Council of Nations and Regions, Cumbria’s mayor will ensure issues such as transport and energy are prioritised in national government decision-making.

Cllr Mark Fryer, Leader of Cumberland Council, said:

“This is a historic moment for Cumbria. Devolution will deliver more investment for residents’ priorities, including funding for improved infrastructure, and will mean decisions are made closer to the people they affect.”

Cllr Jonathan Brook, Leader of Westmorland and Furness Council, emphasised the potential of the deal to unlock further opportunities for the region:

“This is a significant step towards establishing a combined authority. This will help secure additional funds and powers for Cumbria, that would not have been available to the two councils alone."

He added that discussions with the government are ongoing to maximise the benefits devolution can offer residents, communities, and businesses.
