Plans ahead for children's residential homes in Cumberland
Council committee to assess proposed changes at upcoming meeting
Cumberland Council is hoping to change the use of two properties in its area to a residential children’s home and a children’s care home.
Members of the council’s planning committee are due to meet at Allerdale House in Workington on Wednesday (May 24) to consider the two separate planning applications.
Planning permission is expected to be approved, subject to conditions, for both the residential property in Burgh by Sands and a guest House in Moresby.
According to the first report the Burgh by Sands residential property is located on the western side of the village and the second states that the Moresby guest house lies approximately 1.5 miles to the north of Whitehaven.
The Burgh by Sands application states: “The property is a detached dwelling set in a generous plot, on the northern side of the C2402 from which the property is accessed.
“The property has been used as a residential dwelling, and comprises of four
bedrooms, with one being en-suite, and a family bathroom at first floor level,
and living, dining, kitchen, utility and WC at ground floor level.”
It states that the property occupies a third of an acre plot with lawned gardens to the front, side and rear and small patio area to the west. It adds: “The property is enclosed by estate fencing to the access, with mixed hedgerow and planting along the frontage of the site.”
According to the report the planning conditions include that the development should begin within three years and it shall accommodate no more than three children or young persons under the age of 18 at any one time.
In addition, the development it should not be brought into use until a management plan has first been submitted to and approved in writing by the local planning authority.
The Moresby application states that the dwelling is sited within a large plot which is flanked to the east by an unclassified road which links Whitehaven to the settlements of Moresby and Howgate to the north.
It adds: “The residential care home will house up to five children aged between eight to 18 years old with two bedrooms being allocated to staff.
“The adjoining private dwelling will be converted into a semi-independent move on flat for two young people aged 16 to 18 with one staff bedroom.”
