Plans to redevelop a service station near Carlisle – voted the third best truck stop in the UK – have been approved subject to conditions by Cumberland Council.

The application was for the Golden Fleece Service Station on the M6 in the Carleton area of the city.

The proposed extension to the HGV park includes 2.4m high fencing to the perimeter as well as an amenity building which includes a gym and shower facilities.

In addition, there will be eight EV car charging spaces and EV HGV charging space as well as the installation of two jet wash bays.

According to the officer’s report, St Cuthbert’s Without Parish Council made no objections to the proposal and the car/van charging points would be located in relation to the existing area of smaller vehicle parking just to the south-east of the fuelling area and shop.

It adds: “The HGV recharging bay would be situated in the existing HGV parking area close to its north-western edge.”

The report concludes: “The location of the scheme, combined with the sensitively designed layout and additional landscaping proposed affirms that the application is not at odds with planning policies.

“The Noise Impact Assessment has provided required comfort that noise potentially generated by the development would be at acceptable levels and mitigated satisfactorily. Approval of the planning application is therefore recommended.”

According to a separate planning statement the business currently offers refuge and refuelling to cars and a shop, includes hot food and 24-hour access to toilets and showers.

It adds: “The site is generally surrounded by fields and roads. The closest property to the site lies to the south, across the A6 and is accessed via a dead-end road off the A6.

“This application proposes to expand the HGV park into the section of field to the west of the existing services. Ecologically this land is designated as grassland, with the north and west perimeter being native hedgerow / trees.

“Exelby Services Golden Fleece was voted as third best truck stop in the UK for driver satisfaction by Transport Focus in 2025 with its sister site, Eleby Services Coneygarth voted first.”
