PLANS for a second petrol station within yards of the first controversial proposed filling station in Carlisle have been lodged with Cumberland Council.

The application is for a site at 407 Warwick Road and it proposes an unmanned petrol filling station and car wash facility while the other application is for a nearby greenfield site.

The first application gained a lot of opposition from local residents who raised concerns over the risk of flooding and highways issues.

According to a supporting statement for the latest application the applicant is LCC Group and the site is currently known as Shiny Car Wash.

It states: “The application site is roughly square or rectangular in shape and equates to approximately 0.17 hectares.

“A new supermarket (Lidl) is located to the west of the site with residential and some commercial properties to the south and east. Land to the north is undeveloped agricultural land. Access to the site, the existing car wash facility, is via the A69 Warwick Road.

“The site is not within a conservation area and there are no listed buildings or heritage assets nearby. There are no trees within the application site.”

According to the report the applicant submitted a pre-application enquiry to the planning authority in June 2026.

It adds: “At the time of preparing and submitting this full planning application, the planning authority had yet to provide a formal response but that had indicated that the principle of the application was likely to be supported subject to ensuring that there is no unacceptable impact highway safety.”

According to the report the applicant has prepared a collection of plans that were submitted with the application and identify how the existing building and structures are to be removed from the site and replaced with a new forecourt canopy to be sited centrally in their place to protect customers from inclement weather.

It adds: “In terms of height, the canopy will have similar proportions to the existing structure and is consistent with that seen on many filling station forecourts throughout the district.”

The report states that eight pumps are proposed across the forecourt in addition to two self-service/manual car wash facilities and a service area for air and water.

It adds: “For clarity, other than fuel, car wash, and air/water facilities, the proposal does not seek any additional retail elements. The proposal is entirely pay-at-pump self-service and, as such, will be largely unstaffed other than a member of staff to deal with keeping the site clean and tidy and dealing with any infrequent technical issues should they arise.”
