Questions addressed over demolition contract award in Barrow
Concerns emerged after CMA investigation into DSM Demolition Ltd
Westmorland and Furness Council is addressing concerns regarding the awarding of a demolition contract in Barrow to DSM Demolition Ltd.
The contract involves demolishing the Forum and Market Hall in Barrow, and questions have arisen following a Competition and Markets Authority (CMA) investigation into historical tendering practices involving DSM and other companies, which has now been settled.
The council emphasises that the investigation does not raise issues about current practices or the company’s ability to undertake the demolition works.
According to the council, the award process was conducted lawfully and competitively, ensuring transparency and value for money.
Due diligence was applied throughout, including financial and compliance checks.
Under the applicable procurement rules, DSM Demolition Ltd was not required to declare the CMA matter as a material ground for exclusion.
The decision to award was made based on DSM's ability to fulfill the extensive project criteria.
The council notes that DSM Demolition Ltd is part of an approved national procurement framework by the Government Commercial Agency and has completed significant projects for other local authorities.
Westmorland and Furness Council assures that strict contract management and oversight will be applied to protect public funds and ensure rigorous project controls throughout the delivery process.
