Coventry City Council reports £3.2m budget surplus
Authority says careful financial management helped deliver a surplus while investing in major projects
Coventry City Council ended the 2025-26 financial year £3.2 million under budget despite increasing demand for key services such as adult social care and homelessness support.
The council's latest outturn report shows a significant turnaround after an overspend of £1.6 million had been forecast in January.
The council said improved income from highways and car parking, along with fewer families needing emergency housing support, helped improve its financial position.
During the year, the authority also invested £154.3 million in capital projects, including Coventry Very Light Rail, the City Centre Cultural Gateway and a major school building programme.
The report says the investment was delivered without taking on any new long-term borrowing.
Net debt also fell, with 61 per cent of the capital programme funded through external grants rather than council funds.
Councillor Richard Brown, Coventry's Cabinet Member for Finance and Strategic Resources, said: "Our campaigning for a fairer funding deal has been heard but these figures reflect the financial prudence and responsibility we have shown.
“This result reflects years of careful, disciplined financial management by this council, often in genuinely difficult circumstances.
“To deliver an underspend during a year when demand for services like adult social care and homelessness support has risen so sharply is testament to the grip our officers and members have kept on the council's finances.
“We're not complacent. The pressures behind this rise in demand aren't going away, and they're being felt by councils right across the country. But this result shows that with discipline and careful planning, we can continue to manage them responsibly while still investing in the city's future.”
