Reform plan aims to enhance SEND services in Cornwall with government submission imminent

Cornwall Council prepares to submit SEND improvement plan to the Department for Education.

Cornwall is set to submit a comprehensive plan to the Government aimed at reforming local services for children and young people with special educational needs and disabilities (SEND).

The Local SEND Reform Plan addresses recent national policy changes and findings from a local inspection by Ofsted and the Care Quality Commission (CQC), which highlighted both strengths and areas needing improvements within Cornwall's SEND services.

Inspectors praised early years teams and SEND system leaders for their proactive approach in identifying needs and closely monitoring the support delivered to individuals with Education Health and Care Plans (EHCPs). They acknowledged staff in health, education, and social care as compassionate and responsive, providing high-quality support to both parents and educators.

Conversely, the inspection report pointed to lengthy waiting times for neurodevelopmental assessments and support services, as well as unclear communication with families regarding decision-making and available interim support. Additionally, there are concerns about delays in accessing suitable education placements and inconsistencies in EHCP quality.

The findings were presented during a meeting of Cornwall Council’s Together for Families committee, where it was recognised that growing demand for SEND support has led to increased complexity and pressure on existing systems.

Eveleen Riordan, service director for education and community health, emphasised the significance of the SEND Reform Plan in enhancing outcomes, diminishing inequalities, and fostering a sustainable system. The plan, which aligns with national policy, promotes early identification of needs, emphasises inclusion in mainstream settings, and aims to prepare young people for adulthood with a focus on independence and employment.

The reform plan is set to be discussed by the council’s cabinet on June 17th, before its submission to the Department for Education on June 19th.

With shared responsibility among the Integrated Care Board (ICB) and other partners, the objective is to implement tangible improvements over the next 12 to 24 months.
