Proposals for more than 130 new homes in two clay country villages, a new wellness holiday destination and a change of use of public toilets to a bar are among the latest planning proposals in Cornwall.

They are among the applications submitted to Cornwall Council in the past week.

More than 100 applications are validated by the council every week.

The majority are decided by planning officers under delegated powers.

Some applications go before elected councillors who sit on planning committees.

Proposal for 110 homes in clay country village

A proposal for 110 new homes in Cornwall's clay country has been submitted for consideration before a full planning application is lodged later this year.

Applicant Stefan Klimek, of LPD (SW) Ltd, is at the pre-application and masterplanning stage of a development on land at Carne Hill, St Dennis.

The proposal also includes access, public open space, green infrastructure, biodiversity enhancement, sustainable drainage infrastructure and other associated works.

Technical investigations are under way on the 3.3-hectare site.

An indicative layout is being developed in response to survey results and consultee feedback, including parish council and public consultation.

The pre-application said: 'We seek early strategic advice on the principle, scale and density of development; scope and validation requirements for an outline application, with all matters reserved, to include advice regarding highways/access, drainage/SuDS, heritage/archaeology, affordable housing/S106 obligations and public open space requirements.'

It also said: 'We are targeting submission in early December 2026 and would welcome early confirmation of any matters that must be resolved pre-submission and those that could reasonably be secured by condition.'

Proposal for 21 homes in Roche

A planning pre-application seeking advice has been received for 21 homes on land next to Karrek View and Trezaise Road in Roche, also in clay country.

The homes would be a mix of two, three and four-bedroom dwellings.

The detailed tenure and affordable housing mix will be informed by planning policy, housing requirements and pre-application advice, as will the storey heights and dimensions.

A supporting statement said: 'The objective will be to achieve a coherent residential scale that relates appropriately to the adjoining development and avoids unnecessary visual dominance.'

Plan for wellness holiday destination in St Ives

Bell Cornwell LLP has submitted an application on behalf of Jodie and Rupert Elphick for 12 holiday cabins on land off Trenwith Lane, St Ives.

The plans also include a small wellness and yoga studio, a sauna, a natural swimming pool and associated works.

The 0.87-hectare site has historically been used for equestrian purposes and grazing.

It is approximately a 10-minute walk from the St Ives Trenwith car park and park and ride facility.

The cabins would be single-storey, one-bedroom units with an open plan kitchen and sitting area, and a separate bathroom.

Each unit would have a private external amenity and decking area, with planting to provide separation between individual cabins.

The wellness studio would provide instructor-led yoga and other complementary wellness activities for guests and a controlled number of external visitors.

There would be 25 parking spaces and 10 secure cycle spaces.

The application said: 'The development is intended to operate as a low-intensity tourism and wellness destination focused on tranquillity, nature and wellbeing rather than as a high-turnover leisure or event venue.'

Change of use of public toilets to bar in Newquay

An application has been received to change redundant public toilets on Beach Road, Newquay, to a bar and/or office space.

Applicant Alistair Marshall, of Temple Design Ltd, Hope Yard, Newquay, is also seeking permission to install a new 4,000mm full-height opening window/door unit, two high-level windows, an upgraded security gate and associated internal alterations.

Changes to Zelah pub that closed in 2022

An application has been submitted to change the use of accommodation at the vacant Hawkins Arms in Zelah, near Truro, to a house in multiple occupation (HMO).

It seeks full planning permission for the change of use from ancillary accommodation on the first floor of the gastro-pub.

Five bedrooms would be provided, most of which have en-suites.

Two rooms would share a bathroom.

There was some controversy in the village in 2022 when the pub closed.

The effect of work to dual the adjacent A30 was blamed for affecting trade.
