Stephen Lang, a resident of St Martins Crescent, Camborne, has been ordered to pay a total of £2,270 after being found guilty of littering at Exchequer Quay car park in Penryn.

The incident occurred on 20th November 2025, when Lang was issued a Penalty Charge Notice by a Cornwall Council civil enforcement officer for parking outside a marked bay. He reportedly challenged the parking fine, removed the notice from his vehicle, and threw it towards the officer onto the ground. The officer later returned the notice to the vehicle, but Lang removed and discarded it again. The incident was captured on both the officer's body-worn camera and CCTV footage from the car park.

Lang initially received a £250 Fixed Penalty Notice for littering, which he failed to pay despite receiving reminders and warnings about prosecution. His case was heard at Truro Magistrates' Court on 14th October 2026. Although Lang did not attend the hearing, the court found him guilty in his absence and ordered him to pay a £250 fine, £1920.90 in costs, and a £100 victim surcharge.

Cllr Thalia Marrington, Cornwall Council's cabinet member for community safety and public health, commented on the case, saying: "It is both unacceptable to litter as it is to be aggressive to an officer doing her job. We will not tolerate any abuse towards our officers."

The littering offence was separate from the initial parking Penalty Charge Notice issued to Lang.
