Convicted paedophile stripped of licence to sell alcohol

A Peterborough man who is serving a 25-year prison sentence for sexual offences against children has had his licence to sell alcohol revoked by Peterborough City Council.

At a Licensing Sub Committee meeting held at Sand Martin House on Friday (March 6), councillors voted to strip Pramod Dhakal of his personal licence to sell alcohol.

Cambridgeshire Police said that Dhakal was convicted on December 1, 2025 for raping and sexually abusing a number victims.

The 49-year-old first applied for a personal licence – which authorises an individual to sell or supply alcohol from a licensed premises – in April 2020.

As part of his application, he was subject to a criminal record subject access report. That report (dated 31 March, 2020), indicated there was no information held on the Police National Computer relating to Dhakal.

The request to revoke Dhakal’s licence came from Cambridgeshire Constabulary.

Speaking on their behalf, Cambs Police Constable Paul Hawkins told the committee that Dhakal’s crimes “are amongst the most serious relevant offences listed under the Licensing Act 2003.”

PC Hawkins went to say that Dhakal’s status as a personal licence holder was not considered by the court during the trial, and “therefore no order was made at that stage in relation to his licence.”

Members of the committee were unanimous in their decision.

“We take a very serious view of this conviction,” said Committee Chair Councillor Chris Harper. “It is incompatible with holding a personal licence under the Licensing Act 2003.”

“Therefore we revoke the personal licence issued to Pramod Dhakal.”
