Residents petition for road safety review after teenager’s death in Basingstoke

Concerns raised about children crossing busy road near local schools

Residents are urging a road safety review following the death of a 17-year-old on Winchester Road in Basingstoke.

Families are expressing concerns about the dangers of crossing Winchester Road, especially for schoolchildren who attend the three schools nearby, including Cranbourne School.

Currently, Winchester Road has a speed limit of 30mph with only one designated crossing and minimal signage alerting drivers to school proximity.

Residents are circulating a petition aimed at Hampshire Council, highlighting the community’s desire for improved safety measures.

17-year-old Kylan Mulligan from Basingstoke, sadly died after a collision on the road involving his motorcycle and a car.

Children with parental consent are encouraged to share their experiences of travelling the route and crossing Winchester Road, supporting the push for change.

A spokesperson for Hampshire County Council said: “Safety is always a major consideration, and we were deeply saddened to learn of this recent tragic incident and residents concerns about Winchester Road.

"All petitions submitted to the County Council are considered carefully, and a full response is provided.

"As with all fatal or potentially fatal collisions on roads maintained by Hampshire County Council, this incident is currently subject to an investigation by the Casualty Reduction Partnership, made up of officers from the County Council and Hampshire and Isle of Wight Constabulary.

“In the meantime, the concerns raised by residents and in the petition have been assessed. Signage and road markings have been checked at collision locations, with no significant issues identified. A review of the five year history of recorded personal injury collisions on this route shows no significant patterns.

“Measures will be taken to maintain clear visibility along Pittard Road, and we will continue to work closely with the Police to identify and implement any further safety measures that may be required.”
