Reckless behaviour caught on camera during illegal car meets
A 23-year-old driver has been disqualified from driving for two years after being caught recklessly maneuvering his car in ways described as posing a "serious risk to the public."
William Hoy, of Mowbray Hill, Mortimer, West Berks, was sentenced on 8th January at Winchester Crown Court for multiple dangerous driving offences captured during police investigations into anti-social driving and illegal car meets.
Footage showed Hoy driving a black BMW dangerously, including drifting around roundabouts, forcing the car through risky maneuvers, and allowing passengers to hang out of the vehicle’s windows.
Hoy pleaded guilty to three counts of dangerous driving and three counts of careless driving, linked to incidents at locations across Hampshire and Berkshire between August and October 2024.

Great Binfields Road, Basingstoke, on 11th August 2024
Roman Road Roundabout (A339), Basingstoke, on 22nd October 2024
Thames Valley Park Drive, Earley, on 22nd October 2024
Saxon Way, Yateley, on 26th October 2024
Bedford Road, Petersfield, on 27th October 2024
Mill Lane, Alton, on 27th October 2024
Sentencing details
Hoy received an 18-month custodial sentence, suspended for two years, alongside a two-year driving ban, with an extended retest required before he can legally drive again.
He was also ordered to complete a 24-day rehabilitation activity requirement, 200 hours of unpaid work, and pay £1,000 in fines and costs.
Police Sergeant James Hall, of the Roads Policing Unit, said:
“This kind of driving is completely unacceptable. Hoy’s actions put other road users at significant risk, and it’s only by sheer luck that no one was seriously hurt.
The two-year driving ban reflects the seriousness of his actions and should act as a clear warning to anyone who thinks they can treat our roads like a playground.
His driving posed a real risk to the public, and we will continue our work to ensure dangerous drivers like this are swiftly taken off our roads.”
