Plans for large data centre complex near High Wycombe backed by council
Councillors support proposal for major development at Wycombe Air Park
Buckinghamshire Council’s Strategic Sites Committee has unanimously backed the outline proposals for a significant data centre complex located at Wycombe Air Park, situated between Clay Lane and Marlow Road in Booker, High Wycombe.
The proposed development, submitted by Wycombe Park Ltd, encompasses a 13-hectare site with plans to incorporate six large data halls, accompanied by ancillary offices, infrastructure, and landscaping.
While the buildings' appearance, layout, and access have been reserved for future consideration, the site could host structures up to 20.5 metres tall, with equipment adding another three metres in height at certain spots.
Despite having existing permission for a film studio with eight sound stages up to 21 metres in height, Wycombe Park Ltd is seeking approval for this new data centre project on the council-owned land.
The development is anticipated to create approximately 300 direct full-time jobs once fully operational, alongside supporting over 2,282 temporary construction jobs across Buckinghamshire according to the applicant's figures.
Cooling for the data centres will rely on air rather than water-intensive systems, addressing environmental concerns. However, Thames Water has expressed apprehensions regarding foul-sewer and water-supply capabilities, cautioning that network upgrades or a planned implementation phase might be necessary to avoid reduced water pressure.
A firm power connection offer exceeding 50 MVA has been confirmed by Scottish and Southern Electricity Networks, bolstering the project's energy needs. Yet, various objections have emerged related to the environmental impact including concerns over energy and water usage, noise pollution from cooling equipment, traffic, and the visual impact of the development.
Furthermore, council documents indicate "moderate" harm to the Chilterns National Landscape due to the project’s scale, though the application has been recommended for approval given the considerable economic benefits and land allocation for strategic employment.
Oliver Bell, representing Wycombe Park Ltd, emphasized the significant economic advantages and job creation potential during construction and operation. Highlighting the site’s location outside the Green Belt and its allocation for employment, Bell remarked on the importance of effectively utilizing such areas to conserve other greenfield or Green Belt sites.
Councillor Alex Collingwood supported the proposal, noting it as an appropriate and improved use of employment sites. The committee members have voted unanimously in favour, with final approval contingent on meeting specified conditions and completing a legal agreement.
