A newly trained tobacco detection dog has played a crucial role in a substantial law enforcement operation across Hertfordshire, helping Trading Standards officers seize tens of thousands of illicit cigarettes.

Fred, the rookie crime-fighting dog joined enforcement officers on patrol last week in five towns: Watford, Hatfield, Borehamwood, Potters Bar, and Bishop’s Stortford.

His involvement in the operation led to the discovery of over 31,000 illicit cigarettes and 3.35kg of hand-rolling tobacco.

Enforcement officers said the illegal tobacco products were often hidden in unusual and complex ways to evade detection but were no match for Fred's expertise.

Fred's findings were part of Operation CeCe, a long-running initiative funded by HMRC that targets the illegal tobacco trade.

For more than a decade, detection dogs have been instrumental in enforcing the law, especially as methods of concealing illegal goods have become increasingly sophisticated.

The use of specially trained dogs is now seen as essential in identifying hidden tobacco products.

In his first operation, Fred quickly demonstrated his skills and enthusiasm, prompting praise from officials.

Cllr Ajanta Hilton, Executive Member for Public Health and Community Safety, said: “This is exactly the kind of result we want to see. Criminals are going to extraordinary lengths to hide illegal tobacco, but thanks to detection dogs and the dedication of our officers, they’re being exposed.”

The operation has underscored the commitment of enforcement teams and partner agencies in combating the sale of illicit tobacco, which can harm public health and undermine legitimate businesses.

Lord Michael Bichard, Chair, National Trading Standards, said: “The illicit tobacco trade is driven by organised criminal gangs and poses serious risks to local communities, especially young people.

“Since its launch in January 2021, Operation CeCe… has removed 102 million illegal cigarettes, 20,550kg of hand-rolling tobacco and almost 175kg of shisha products from sale, helping to clamp down on this illicit trade and protect communities and honest businesses across the UK.”
